A Bronx resident has been charged with animal abuse following disturbing revelations of his treatment of dogs in his apartment. Higee Mercer Wally, 27, faces misdemeanor charges for failing to provide proper food and water to an impounded animal, but further charges could be forthcoming as prosecutors continue to investigate the case.

The incident came to light after a neighbor captured footage on a doorbell camera showing Wally violently assaulting his dog in a hallway of their apartment building, located near East 187th Street and Prospect Avenue. This prompted residents to alert law enforcement, citing concerns about Wally’s treatment of his pets dating back to February. On August 4, police officers responded to the scene where they found a grim situation.

Upon entering Wally’s apartment in the Belmont neighborhood, authorities discovered nine dogs confined to a living room cluttered with garbage and unsafe living conditions. The apartment, described in court documents as having a pervasive odor of urine and feces, was notable for its disarray and hazards, including exposed electrical wires. One dog was found ensnared in a broken couch, yelping in distress, indicative of the neglect the animals had experienced.

In addition to the alarming physical conditions within the apartment, Wally’s dogs displayed signs of malnourishment, further underscoring the severity of the situation. The police report indicated that the bathroom was littered with dog feces and that there was no available food or water for the animals.

Rescue efforts were carried out with the assistance of the ASPCA, which managed to coax the dogs out of the apartment with food left at the door.
