Joyce Wilkerson recognized as the nation’s leading urban educator by Philadelphia school board.

Joyce Wilkerson, the longest-serving member of the Philadelphia School Board, has been honored as the 2025 Urban Educator of the Year by the Council of Great City Schools. This award is recognized as one of the most prestigious in the field of urban education leadership, with the recognition alternating annually between outstanding school superintendents and school board members from the nation’s largest urban public-school systems.

The announcement coincides with a tumultuous period for Wilkerson, as her position on the board has come under legal scrutiny. A lawsuit filed in September by the People for People Charter School in Philadelphia Common Pleas Court labels Wilkerson as an “illegally and unlawfully seated member” of the board and calls for her removal. This legal challenge arose after the school board voted against the renewal of the charter for the People for People school due to academic concerns.

Wilkerson’s professional background is notably distinct from the conventional educational path; she is a lawyer who previously held the position of chief of staff under former Mayor John Street. She was appointed to the former School Reform Commission in 2016 and became the inaugural president of the Philadelphia School Board in 2018, following the district’s return to local governance after nearly two decades of state oversight.

Despite the ongoing legal challenges, Wilkerson’s leadership has been recognized for its significant impact. Ray Hart, executive director of the Council of Great City Schools, praised her for ending the Philadelphia School District’s state takeover and for refocusing the board’s efforts on student outcomes. He noted that her leadership style has become a national model for effective public education governance.

In receiving the Urban Educator of the Year award, Wilkerson will also provide a ,000 scholarship to a student within the district, further emphasizing her commitment to education. Her recognition comes amidst ongoing discussions regarding her reappointment by Mayor Cherelle L. Parker, which has faced opposition from some City Council members. Despite unresolved tensions, the Parker administration asserts that Wilkerson remains a full board member, reinforcing her ongoing role in shaping the future of education in Philadelphia.

While the lawsuit and political dynamics continue to unfold, Wilkerson’s contributions to the Philadelphia School Board and her dedication to educational equity and excellence stand as a testament to her influence in the field of urban education.
