New Speaker Encouraged to Uphold Fairness in Council Union Matters

As New York City Council members, nonprofit leaders, and labor allies convene for the SOMOS conference in Puerto Rico, discussions are underway regarding the selection of the next City Council speaker. However, a crucial perspective appears to be conspicuously absent from these conversations—the voices of Council staff who are integral to the everyday functioning of this legislative body.

The Association of Legislative Employees (ALE), the union that represents over 400 staff members working in various capacities within the Council, asserts that these individuals play a pivotal role in maintaining the City’s democratic processes. From responding to constituent inquiries and drafting legislation to connecting residents with city services and analyzing the expansive 6 billion budget, the contributions of these employees are indispensable. Despite this, they often find themselves excluded from critical discussions surrounding their employment conditions, safety, and career prospects.

The incoming speaker will assume not only the responsibilities of leading the Council but also the vital task of rebuilding trust and morale among its staff. The ALE does not endorse a particular candidate; rather, it seeks a leader who will collaborate with union representatives to negotiate a robust contract, enhance working conditions, and foster a Council that genuinely values its employees.

ALE’s demands are straightforward, urgent, and aimed at safeguarding the interests of Council staff.

Firstly, the organization has initiated the “Save Our Jobs” campaign, aimed at protecting employees from a proposed 60-day probationary reset that could undermine job security. With nearly one-quarter of staff positions currently vacant due to a hiring freeze, the Council must act to uphold due process protections during this reorganization phase and ensure that no employee faces retaliation for advocating for their rights.

Secondly, it is imperative to raise member office budgets, which have been stagnant since 2022 despite the rising costs of operational necessities. The freeze has resulted in vacant positions, increased workloads, and insufficient resources to effectively serve constituents. A well-resourced Council is crucial for effective governance, and investing in staff compensation and retention is essential.

Safety is another pressing concern; Council staff increasingly face harassment and verbal abuse, often in offices lacking basic security measures. In light of the current political climate, the Council must prioritize the establishment of safe working environments to protect public servants who are merely fulfilling their duties.

While there have been some improvements in working conditions under the current leadership, significant issues persist, including the mishandling of bullying and staff overtime concerns. The current staff vacancy rate approaches 23%, contributing to low morale and heightened burnout among employees.

The ALE has been committed to upholding the achievements of its first contract amid challenges, continuing to serve the public effectively. However, staff morale is at risk as employees feel marginalized in key discussions that affect their work and well-being. The selection of the next speaker represents an opportunity to address these concerns constructively.

Ultimately, while City Council members may hold the legislative votes, the Council cannot operate successfully without the dedicated staff behind its initiatives. The next speaker must acknowledge that the City Council is comprised not solely of its elected members but also of the hardworking individuals at the Association of Legislative Employees. Together, they form a team dedicated to advancing the legislative agenda of New York City.

It is essential that Council staff are provided with a voice in their future and that their contributions are recognized and respected as integral to the city’s governance.
