NYPD and City Hall officials allegedly sought to undermine retaliation claims against Tim Pearson, according to court documents.

Top officials at City Hall and the New York Police Department (NYPD) are facing serious allegations of undermining sexual harassment claims made by a female sergeant and three other officers against Timothy Pearson, a senior adviser to Mayor Eric Adams, according to court documents filed recently. The allegations highlight concerns about retaliation and the handling of sexual misconduct claims within the ranks of the NYPD.

In March 2023, Sergeant Roxanne Ludemann publicly accused Pearson of sexual harassment and alleged retaliatory actions against her following her complaints. As reported, then-NYPD Chief of Department Jeffrey Maddrey purportedly instructed a subordinate to transfer Ludemann from her prominent City Hall-associated unit and advised, “tell her to keep her mouth shut.” This directive raises questions about the NYPD’s commitment to addressing sexual harassment allegations within its ranks.

Additionally, the filing alleges that Deputy Chief Miltiadis Marmara, Ludemann’s supervisor, was the subject of a concerning call from Adams’ chief counsel, Brendan McGuire, regarding Marmara’s mental well-being. Marmara later filed a lawsuit alongside Ludemann and two other colleagues, Lieutenant George Huang and Sergeant Michael Ferrari, claiming their careers suffered due to Pearson’s influence within the department for supporting Ludemann’s allegations.

The recent legal documents criticize the city for failing to provide pertinent text messages and internal communications involving key figures such as Mayor Adams, Pearson, Maddrey, and even Adams’ brother, Bernard. Ludemann’s attorney, John Scola, emphasized that the lack of documentation is troubling, given that various officials were implicated in the alleged retaliatory conduct against Ludemann and her supporters.

In response to the allegations, Adams’ spokeswoman, Liz Garcia, dismissed the claims as false and misleading, asserting that the administration has produced thousands of relevant documents and that Scola had not reviewed them comprehensively. Furthermore, in a referenced email exchange, Maddrey purportedly confirmed orders for Ludemann’s transfer while instructing her to remain silent about her complaints, a directive interpreted by Scola as an attempt to stifle her accusations.

The series of events has led to high financial costs for the city, with legal bills for defending Pearson reportedly exceeding 0,000. The troubling saga began in December 2022 when Pearson allegedly made inappropriate physical contact with Ludemann during a holiday party. Following her complaint, she was passed over for a promotion.

This ongoing controversy reflects deeper issues regarding the culture of sexual harassment and the protection of whistleblowers within the NYPD. As investigations continue, the fallout from these allegations serves as a critical reminder of the importance of accountability and transparency within law enforcement agencies.
