A Gloucester Township couple has been charged with severe allegations of kidnapping, abuse, and neglect involving a teenage girl who had been confined and mistreated in their home for several years. The charges, announced by the Camden County District Attorney’s Office, involve Brenda Spencer, 38, and Branndon Mosley, 41, who face multiple counts, including kidnapping and assault. Notably, Mosley, who served as a train conductor for SEPTA, is also accused of sexual assault.

The victim, now 18 years old and not publicly identified, escaped her harrowing situation with the assistance of a neighbor. She began living with Spencer and Mosley in 2018, when she was in the sixth grade. Prosecutors revealed that Spencer, who does not hold employment, removed the victim from school shortly after her arrival at their home and initiated a pattern of confinement. The relationship between the victim and the couple remains unclear, with no information on whether she is related to either Spencer or Mosley.

Prosecutors detailed a disturbing timeline of the victim’s abuse. Initially, she was forced to live in a dog crate for about a year, her hands bound behind her back, only released for brief periods. Following this, she was relocated to a padlocked bathroom where she was chained and permitted to leave only during family visits. Moreover, the victim recounted that, at various times, she was locked in a sparsely furnished room, containing only a bucket for sanitation, secured by an alarm system designed to alert the couple of any escape attempts. She also disclosed instances of sexual abuse by Mosley, claiming he beat her with a belt. In one incident, she stated that food was only provided to her in exchange for a sexual act.

Mosley’s mother, Rose Mosley, learned of the serious allegations against her son through media coverage. She mentioned that her son had been in a long-term relationship with Spencer for over a decade but refrained from further comment until she could speak with prosecutors.

Following the victim’s escape and subsequent reporting, law enforcement officials conducted a search of the couple’s residence. The conditions inside the home were described as unsanitary and distressing, revealing multiple dogs, chinchillas, and other animals. Notably, a 13-year-old girl was also living in the home, though it is currently unclear whether she faced similar mistreatment. Both girls were reportedly being homeschooled by Spencer and Mosley.
