Lisen Pan, 42, who manages Everbright Trading Co. located on Flushing Avenue in Bushwick, was apprehended following a coordinated investigation by the New York City Fire Department’s Bureau of Fire Investigation, the Bureau of Fire Prevention, and the Brooklyn District Attorney’s Office. The inquiry was initiated after receiving a tip-off from the Riverhead fire marshal’s office on Long Island.
During undercover operations, investigators visited the store on two occasions and noted that several shelves were packed with various types of illegal fireworks. The investigation intensified when plainclothes agents attempted to purchase fireworks from Pan on June 24. Following their interactions, law enforcement secured a search warrant, leading to the discovery of a substantial cache of illegal fireworks stored throughout the premises. The collection included aerial “cake-style” rockets, handheld Roman candle-style devices, and large sparking fireworks.
Brooklyn District Attorney Eric Gonzalez expressed the gravity of the situation, emphasizing that the vast quantity of potent fireworks posed a significant risk to public safety. He commended the collaborative efforts of the Fire Department and other partners in addressing the illegal sale of fireworks. Gonzalez urged all New Yorkers to celebrate responsibly and adhere to safety guidelines during holiday festivities.
Fire Department Commissioner Robert Tucker highlighted the dangers posed by fireworks, reiterating that they should not be accessible to the general public. Tucker stated that the operation exemplified the commitment of the FDNY’s Bureau of Fire Investigation and Fire Prevention to safeguarding the community. He stated unequivocally that actions compromising public safety would not be tolerated.
Pan has been charged with several offenses, including criminal possession of a weapon, reckless endangerment, and unlawful dealing with fireworks and dangerous explosives. The incident underscores ongoing concerns regarding illegal fireworks in New York City, where their sale is prohibited.
