Anaheim Union proposals aim to develop vacant Hope School site into housing and generate revenue.

The Anaheim Union High School District is currently exploring various redevelopment proposals for the now-vacant Hope School property, which has served as the district’s sole specialized facility for students with special needs since its inception in 1969. The Hope School, located at 7901 Knott Ave. in Buena Park, once accommodated over 200 students but has transitioned its operations to the nearby former Orangeview Junior High School campus, effective this school year.

This decision to relocate was prompted by a combination of financial constraints and declining enrollment within the district. In response to these challenges, the school board considered the potential to redevelop the Hope School campus to generate revenue and provide benefits for the surrounding community.

To that end, the board has recently reviewed six proposals aimed at redeveloping the property into a mixed-use residential area, with expectations of yielding up to 589 housing units alongside designated space for a healthcare facility. These proposals have garnered positive feedback, with district legal counsel noting the strong interest from developers and the financial benefits the district could derive from such projects.

Among the proposals under consideration, Community HousingWorks, a nonprofit from San Diego, has put forward a plan for 589 units, which includes a mix of townhomes and affordable housing units, as well as earmarking five acres for a healthcare facility. The funding for this initiative is proposed to be secured through an amalgamation of tax credits and both state and private finance.

Another proposal from MW Investment Group and C&C Development suggests the construction of 255 market-rate townhomes alongside 85 workforce apartments, with an estimated annual lease revenue for the district of 0,000, increasing by 2.5% each year over a 99-year lease term.

Conversely, Storm Properties, a developer based in Los Angeles, aims to deliver a blend of market-rate and low-income housing, providing 250 housing units while ensuring that 7.5 acres are allocated for a healthcare or professional facility.

Additionally, the development teams TAIT and Greystar are presenting a vision for 340 residential units, including both market-rate and affordable units, while also proposing an “educational wellness village” that would feature a health learning center and childcare services.

Moreover, the Michaels Organization aims to develop an 18-acre residential project targeting young families, while USA Properties proposes a significant investment in affordable housing comprising 500 units and a community health center.

District officials plan to further assess these proposals and will present a refined shortlist to the board in the future. The strategic redevelopment of the Hope School property represents a significant opportunity for both the Anaheim Union High School District and the community to enhance local resources and address housing needs.
