The Brazilian government invoked Article 63 of the ICJ statute, permitting any United Nations member state to participate in proceedings involving treaty interpretations to which it is a party. By doing so, Brazil has formally acknowledged the contention that Israel is in violation of the 1948 Genocide Convention.
