Federal authorities have brought tax fraud charges against Jennifer Powers, a personal assistant to Wall Street financier Howard Rubin, and her husband, Stephen Powers. The indictment alleges that the couple failed to disclose significant financial benefits they reportedly received from Rubin, described in media coverage as the financier of a “sex dungeon,” which allegedly facilitated extensive criminal activities.

The charges were formally presented on October 3, 2025, in a superseding indictment just days after Rubin and Powers faced additional charges linked to sex trafficking. Federal investigators assert that Powers played a central role in a disturbing scheme that involved the psychological and sexual exploitation of multiple women. According to court filings, the couple allegedly received approximately million from Rubin, which purportedly covered their rent for a Manhattan apartment, the tuition of their children in private schools, credit card expenses, and the down payment and mortgage on their Texas residence purchased in 2020.

The indictment indicates that Jennifer Powers reported no income from employment from 2018 through 2023, while Stephen Powers declared less than ,000 in earnings from his DJ business in 2018 and 2019. Authorities allege neither reported the substantial funds received from Rubin over the years. Furthermore, the indictment claims that Rubin also financed legal fees for Jennifer Powers connected to ongoing civil litigation regarding allegations of sex trafficking.

After her court appearance in Texas, Jennifer Powers was released on a personal recognizance bond and is scheduled for arraignment in Brooklyn Federal Court. Stephen Powers will face arraignment at a later date. Documented evidence suggests that Jennifer Powers was actively involved in the operations of Rubin’s extensive abuse ring, including the setting up of what has been described as a soundproofed “dungeon” in Rubin’s Central Park penthouse.

In a 2012 email to Rubin, Jennifer reportedly detailed modifications made to this dungeon, indicating her role in preparing for the alleged abuses that would ensue. Rubin, now 70, is accused of luring women, including individuals from prestigious circles, under false pretenses to subject them to severe forms of bondage and sadomasochistic acts. Court documents detail harrowing allegations, including claims that victims were raped while incapacitated or denied the ability to communicate their safe words.

The alleged abuses primarily took place in luxury Manhattan hotels before Rubin began leasing the penthouse in 2011. Jennifer Powers also purportedly facilitated travel arrangements for the victims and compensated them through PayPal in an effort to evade detection, while enforcing strict nondisclosure agreements that significantly misrepresented the nature of the engagements, according to the indictment.

The prosecution suggests that Rubin’s efforts to silence his victims included seeking assistance from individuals on the dark web, further underscoring the extent of the alleged criminal operations at play. The case continues to unfold, drawing significant attention due to its disturbing implications and the high-profile nature of those involved.
