Federal authorities have brought tax fraud charges against Jennifer Powers, a personal assistant to Wall Street financier Howard Rubin, and her husband, Stephen Powers. The indictment alleges that the couple failed to disclose significant financial benefits they reportedly received from Rubin, described in media coverage as the financier of a “sex dungeon,” which allegedly facilitated extensive criminal activities.

The charges were formally presented on October 3, 2025, in a superseding indictment just days after Rubin and Powers faced additional charges linked to sex trafficking. Federal investigators assert that Powers played a central role in a disturbing scheme that involved the psychological and sexual exploitation of multiple women. The alleged abuses primarily took place in luxury Manhattan hotels before Rubin began leasing the penthouse in 2011.
