New city plans aim to prepare for future storm challenges.
Five years have elapsed since Hurricane Ida unleashed unprecedented rainfall upon New York City, resulting in catastrophic flooding that transformed streets into torrents and led to the tragic loss of 13 lives, particularly among residents of basement apartments. The event served as a clarion call for the New York City Department of Environmental Protection (DEP) and underscored the inadequacies of the city’s aging drainage infrastructure, originally designed for milder weather conditions.
In the years following Ida, New York City has witnessed a marked increase in severe rainfall events, with six of the most intense occurrences in the past half-century taking place since 2021. Mayor Mamdani has urged the DEP to expedite the implementation of long-term resilience strategies while addressing immediate needs to support communities affected by severe weather.
In response to these challenges, the city has initiated significant investments aimed at enhancing its climate resilience. Notably, 50 miles of sewers have undergone upgrades, with a billion commitment earmarked for comprehensive system expansion and modernization. This includes major projects such as the upcoming overhaul of Knickerbocker Avenue in Bushwick. Additionally, an investment of 8 million is allocated to refurbish more than 6,700 underperforming storm drains.
Beyond these improvements, the maintenance of existing infrastructure remains a priority. In 2023, city crews have successfully cleared over 71,000 storm drains, a crucial task that, while not always in the limelight, ensures streets remain navigable during heavy rainfall. The DEP has also enhanced its fleet for sewer and storm drain cleaning, bolstering its capacity to support this essential work.
Recognizing that the challenges of flooding extend beyond sewer systems, the city is reimagining its streets to better manage stormwater. Initiatives such as the recent .4 million green infrastructure projects in Queens are designed to transform impermeable surfaces into stormwater-absorbent areas. Efforts in Borough Park have introduced seven miles of porous pavement, with an ambitious plan to add an additional 45 miles. Thousands of sidewalk rain gardens have also been established to mitigate flooding.
The city is further integrating resilience into public spaces with innovative “cloudburst” strategies, which focus on localized infrastructure to redirect and store stormwater. Significant projects are already underway, including a million investment in Homecrest, Brooklyn, building on the success of the initial cloudburst initiative at the NYCHA South Jamaica Houses.
The successful bluebelt model, which employs natural features like streams and wetlands to manage rainwater, is being expanded. In Staten Island, the bluebelt has been utilized since the 1990s, with new projects now branching out to Brooklyn’s Prospect Park and Jewel Street area.
Technological advancements are crucial to these efforts, as the DEP has implemented 700 sensors that monitor sewer flow and street flooding in real time. This innovation aids emergency response and informs future infrastructure planning. After Hurricane Ida, the NotifyNYC system was enhanced to issue targeted alerts for basement residents prior to expected heavy rainfall.
Protecting the city’s coastline is another cornerstone of its resilience strategy. Major coastal protection initiatives are currently progressing in Lower Manhattan and Red Hook, neighborhoods affected by Hurricane Sandy. The Mamdani administration has allocated .2 million this year towards expanding DEP’s Bureau of Coastal Resilience, adding 69 staff members devoted to protecting New York City’s extensive shoreline.
As climate change continues to exacerbate weather-related challenges, the city remains vigilant in addressing issues of environmental justice. Investments are being directed to flood-prone neighborhoods that have historically faced disinvestment.

However, the road ahead is long and demands sustained investment, potentially requiring billions of dollars and years of persistent effort.
