Among the tools included in this pilot initiative is the mathematics platform Edia, designed to provide students with guided coaching. It will be limited to 20 minutes of use per week. Additionally, Quill will be used for English language arts courses, also restricted to 15 minutes weekly. The ban includes strict screen time regulations, with daily usage capped at 45 minutes for students through eighth grade. Notably, “companion chatbots” will be prohibited for high school students as well, though City Hall has not clarified the specifics of this restriction. This policy comes at a pivotal moment for New York’s education system, particularly following a reported 6 percent decline in reading proficiency scores among grades 3 through 8 in 2025.

A study published in the journal Societies revealed that young adults aged 17 to 25 exhibiting heavier AI use displayed reduced analytical skills. This trend has prompted alarm among college faculty, with a College Board report indicating that a significant majority of educators believe AI detracts from students’ critical-thinking abilities.

While the city can regulate AI use in schools, addressing its use in home environments presents a formidable challenge. New York City Public Schools Chancellor Kamar Samuels acknowledged that the policy aims to limit AI’s impact at school while also recognizing the need for teachers to counterbalance external AI influences on students’ homework.

Exceptions to the ban exist for students with disabilities and multilingual learners, as well as for those participating in career readiness programs, such as computer science.
