Qatari Diplomat Hails Peace Agreement Between Rwanda and DRC, Emphasizing Doha’s Role in Conflict Resolution
In a significant step toward regional stability, Qatari diplomat Mohammed bin Abdulaziz al-Khulaifi has expressed his support for the recently signed peace agreement between Rwanda and the Democratic Republic of the Congo (DRC). This pivotal agreement materialized after extensive diplomatic engagements, some of which took place in Doha, showcasing Qatar’s commitment to fostering dialogue and cooperation in the region.
The deal, signed in Washington, D.C., with support from both the United States and Qatar, outlines a framework for the withdrawal of Rwandan troops from the DRC. Moreover, it establishes mechanisms aimed at promoting trade and enhancing security cooperation between the two nations. Al-Khulaifi, who serves as the Minister of State at the Ministry of Foreign Affairs, remarked on the importance of adhering to the terms of the agreement to bolster peace and stability in the region.
The groundwork for the agreement was laid during a significant meeting between Congolese President Felix Tshisekedi and his Rwandan counterpart Paul Kagame, convened by Emir Sheikh Tamim bin Hamad Al Thani in March in Doha. Al-Khulaifi emphasized that Qatar has developed strong relationships with both countries, which has garnered trust in its role as an impartial mediator in resolving their issues. He highlighted Doha’s vital role in facilitating discussions that contributed to the agreement alongside U.S. cooperation.
Earlier this month, it was reported that Qatar had proposed a draft peace plan to Rwanda and the DRC following negotiations in Doha. The U.S. Department of State subsequently confirmed its intent, alongside Qatar, the African Union, and Togo, to engage with both parties to ensure the fulfillment of their commitments as outlined in the agreement.
The peace deal has sparked optimism regarding the end of ongoing conflicts in the DRC, particularly concerning the advance of the Rwanda-backed M23 armed group in the resource-rich eastern regions. Concerns had mounted that renewed violence might escalate into a full-blown conflict reminiscent of the catastrophic wars the DRC experienced in the late 1990s, which resulted in millions of casualties.
Al-Khulaifi reaffirmed Qatar’s firm belief in the power of dialogue as a foundational approach to conflict resolution. He stated that Qatar’s foreign policy is anchored in mediation, reiterating the Gulf nation’s commitment to addressing conflicts even when they occur far from its borders.
Qatar has earned recognition for its pivotal role in brokering diplomatic agreements globally in recent years. Notably, it recently facilitated a ceasefire agreement that concluded a 12-day conflict between Israel and Iran. Al-Khulaifi expressed his satisfaction that the peace agreement between Rwanda and the DRC followed closely on the heels of the ceasefire, reflecting Qatar’s unwavering dedication to peace and conflict resolution.
As Qatar continues to engage in diplomatic endeavors, it remains a vital player in international mediation efforts, dedicated to fostering stability and cooperation among nations.
