Santa Ana initiates first zoning code revision in six decades.
For the first time in over half a century, Santa Ana is undertaking a comprehensive revision of its zoning code, a collection of regulations that have undergone piecemeal amendments over the years but have not been fully restructured since the 1960s. This ambitious initiative is part of a broader strategy to modernize the city’s regulatory framework in alignment with new state laws and the goals encapsulated in the recently adopted general plan.
The comprehensive zoning code update is a vital element in implementing Santa Ana’s long-term blueprint, which was established to address economic growth, land use, and the overall quality of life for residents. During a recent Planning Commission study session, city officials highlighted the importance of robust zoning regulations, emphasizing that effective codes contribute to thriving communities. This session, held on August 10, was the second of two planned this year to inform the public about the zoning code update process.
The draft zoning code remains in the proposal stage, pending a definitive vote from the City Council later this year. Community input is actively encouraged, with the Planning Commission scheduled to host a public hearing on August 24, allowing residents and business owners to voice their opinions before a recommendation is made to the Council.
Members of the public can review the draft document online through the city’s dedicated Zoning Code Update page. The revision is expected to introduce new zoning districts that will dictate permissible building types, locations, and usage standards, all aimed at fostering neighborhood integrity while accommodating future growth as outlined in the general plan.
While significant alterations are anticipated in specific areas, most existing single-family and low-density neighborhoods will remain largely intact. The proposed zoning map suggests that neighborhoods that do not conform to the new standards will be “grandfathered” to preserve their character, with additional protections against extensive modifications in historically designated areas.
Key transformations will primarily focus on five selected growth corridors within the city, including West Santa Ana Boulevard, South Main Street, and areas near the 55 Freeway. These districts are designed to allow denser housing and accommodate mixed-use developments, which include retail and office spaces. Furthermore, a “residential industrial interface” buffer zone is proposed to minimize noise and pollution from nearby industrial activities, enhancing the living environments for nearby residents.
City officials aim to create a business-friendly environment by relaxing parking requirements, enhancing signage options, and introducing a streamlined minor permit process for various uses, designed to expedite approvals. Additionally, the update features new “flex” industrial districts that prioritize businesses in research and technology, with an emphasis on fostering economic growth and innovation.
As part of its strategic vision, the city is also looking to attract the defense industry, with existing subcontractors for recognized firms like SpaceX and Anduril already operating in Santa Ana. City officials believe that the groundwork laid through the zoning code update will create a competitive advantage, allowing for similar developments throughout Santa Ana.
Looking ahead, a council study session on the proposed updates is scheduled for September 15, with a first reading and public hearing set for October 6. A second reading is anticipated on November 17, at which time the City Council is expected to adopt the proposed changes, setting the stage for a new chapter in Santa Ana’s development.
