This operation, carried out by the department’s Quality of Life Team, also involved collaboration with officers from neighboring municipalities, specifically the Tustin and Fountain Valley police departments, and personnel from the California Highway Patrol.

Authorities noted that the majority of the arrests occurred in areas near Santa Ana’s borders with adjacent communities, reflecting a strategic focus on locations that have been the subject of community complaints regarding persistent transient gatherings. The Santa Ana police indicated that these operations are part of ongoing efforts to maintain public safety and improve the quality of life for residents, particularly in areas reported to have an increased visibility of drug-related activities.

Of the 69 arrests made during the operation, 16 individuals were apprehended on felony charges, while the remaining 53 were taken into custody for alleged misdemeanor offenses. All individuals arrested were processed at the Santa Ana jail; however, some individuals facing misdemeanor charges were issued citations and released, contingent upon the specifics of their cases.

Interestingly, about 30 of those arrested had local ties to Santa Ana, while the rest hailed from surrounding regions, including Anaheim, Tustin, Orange, and other cities in southern Orange County. This underscores a broader concern about regional issues related to transience and its associated challenges.

The operation also yielded 10 outreach referrals, although details surrounding these referrals, including the specific services extended and the acceptance rate of these services, were not disclosed by law enforcement officials. The targeted locations during this initiative included the intersection at Fourth Street and Grand Avenue, near a frequently visited 7-Eleven, as well as areas along Main Street opposite the Discovery Cube, identified as problematic due to a significant transient population.
