SEPTA chief awarded a three-year contract worth 5,000 annually.
The Southeastern Pennsylvania Transportation Authority (SEPTA) has officially announced a three-year contract for Scott A. Sauer, who has been appointed as the chief executive officer of the regional transit agency. The contract, which has an annual salary of 5,000, was approved by the SEPTA board members. Sauer, who is 54 years old and has dedicated over 35 years of service to the agency, became interim general manager in late 2024. His leadership during a challenging period for SEPTA, marked by budget shortfalls, service reductions, and urgent repairs to Regional Rail vehicles following safety incidents, has been noteworthy.
Sauer’s permanent appointment as general manager was confirmed on June 2, 2025, with the newly approved contract effective from that date. The terms of the contract stipulate that it will automatically renew for two additional one-year extensions unless either party opts to decline. Under this agreement, Sauer will also be eligible for cost-of-living adjustments, contingent on annual raises across SEPTA’s supervisory, administrative, and management divisions.
Before taking on this leadership role, Sauer’s career at SEPTA included various positions, starting as a trolley operator in 1990, following in the footsteps of his father, Robert Sauer, who had a longstanding tenure with the Philadelphia Transportation Company and its successor organization, SEPTA. Over the years, Sauer climbed the ranks, serving initially as a transportation manager and safety officer, then advancing to the position of assistant general manager of system safety in 2013. By 2017, he assumed the role of assistant general manager for operations, overseeing vehicle maintenance and station upkeep. His most recent prior position was as SEPTA’s chief operating officer in 2022, a role that expanded his responsibilities to include infrastructure maintenance, the Transit Police, engineering, and capital initiatives.
Sauer has expressed gratitude to the board for their trust and support, emphasizing the value of their collaborative approach.
