Teen without a license arrested for fatal hit-and-run involving a moped.

A 16-year-old from Connecticut has been arrested and charged with negligent homicide following a tragic hit-and-run incident that resulted in the death of a 25-year-old man. The incident involved Gutierrez Silva allegedly turning left and striking Juan Otilio Tista Tista, who was riding a moped at the time of the collision. During this pursuit, Gutierrez Silva reportedly collided with the witness’s vehicle before continuing to evade capture.
