A proposed housing development in South Philadelphia aims to bring 122 residential units comprising 61 duplexes to a vacant lot located at 2225-27 Shunk Street. This site, situated adjacent to Girard Estates, represents one of the few remaining large parcels available for development in an area that has experienced minimal new housing construction. Despite the nearby neighborhoods witnessing a significant uptick in residential projects in recent years, the scarcity of undeveloped land in this particular locality has limited growth.
The project is spearheaded by Hightop Development, a Philadelphia-based firm, with architectural designs provided by Studio HS4, a local architectural group. The proposal includes ground-floor parking for each duplex, amounting to a total of 124 designated parking spaces. In addition to residential units, the plan features new street trees, a green buffer zone, and landscaping to enhance the aesthetic appeal of the area.
Hightop Development’s approach is designed to invigorate this currently under-utilized space by introducing single-family residences combined with necessary infrastructure, such as parking and green spaces. This development aims to resonate positively within the community and contribute to the revitalization of the nearby South Philly Shopping Center, which includes a variety of retailers like ShopRite, Burlington, and Five Below.
While there is optimism surrounding the proposal, local community leaders exhibit a range of reactions. Some view the new development positively, especially considering the long-vacant status of the property. Conversely, there are concerns over potential density issues, with residents advocating for balanced growth that does not overwhelm the existing community. Jody Della Barba, the leader of a local residents’ group, voiced her apprehension regarding overcrowding, emphasizing the community’s need for maintaining suitable population density levels.
This development does not require approval from the Zoning Board of Adjustment; instead, it will undergo review by the advisory Civic Design Review Board on October 6. A community meeting is scheduled for September 23 to discuss the plans further.
The current proposal marks a departure from a previously more ambitious project intended to introduce a larger commercial presence and additional residential units to the area, led by Cedar Realty Trust before the COVID-19 pandemic halted its advancements. While the earlier plans encompassed a broader vision for the neighborhood, the current project is designed to fit within existing zoning laws, highlighting a nuanced shift in community development strategies. As discussions continue, local leaders hope that the new construction will respect the historic character of Girard Estates while addressing the growing demand for housing.
