A moped driver involved in a fatal hit-and-run incident in Brooklyn has been apprehended by law enforcement. The suspect, identified as Steven Malcaus, faces charges for leaving the scene of an accident that resulted in the death of a 90-year-old man, as well as driving without a valid license, in connection with the crash that occurred on July 8, 2025. The incident took place at the intersection of East 14th Street and Avenue U, in the Sheepshead Bay neighborhood.

Malcaus, 63, is described by police sources as a recurrent offender in the area, having been arrested multiple times for various driving-related offenses, including reckless driving. His history of interactions with law enforcement spans the Sheepshead Bay, Bensonhurst, and Bay Ridge precincts, where he has garnered a reputation as a neighborhood nuisance.

Authorities tracked down Malcaus after he was observed operating a moped without a license plate in Bay Ridge, where he was subsequently arrested. Investigators quickly connected him to the hit-and-run case involving the victim, Zhou Xie. On the morning of July 8, Xie was crossing East 14th Street in the crosswalk when Malcaus’s moped struck him. Despite being in a designated pedestrian area, Xie did not have the pedestrian signal at the time of the accident.

Eyewitness accounts describe a harrowing scene, with witnesses relaying the severity of Xie’s injuries. Medical personnel transported him to NYU Langone Hospital-Brooklyn, where he succumbed to severe head trauma shortly after arrival. Reports indicate that Xie resided a mere two blocks from the site of the incident.

Upon observing the hit-and-run, witnesses provided a description of the vehicle and the suspect, noting that Malcaus was riding a blue moped and wearing a mask at the time of the collision. As of Thursday, Malcaus’s arraignment in Brooklyn Criminal Court was anticipated.

This tragic incident has raised concerns in the community about pedestrian safety, especially for vulnerable populations such as the elderly. The case underscores the ongoing challenges regarding reckless driving and the importance of accountability on the roads.
