Mamdani’s Plan Aims to Reduce Con Edison Bills for Customers

As rising temperatures continue to grip New York City, Mayor Mamdani faces increasing pressure to address not only the heat but also the escalating electricity bills that burden millions of residents. Last month, the city activated its Heat Emergency Plan as temperatures soared into the 90s. While this initiative is essential for public safety, many New Yorkers are primarily concerned about the financial strain that follows scorching summer days, as reflected in their Con Edison bills.

In January, the New York State Public Service Commission approved significant rate increases for utilities, including a 9% hike for electricity and a 6% increase for gas, compounding an already difficult financial situation. Since 2022, residential bills have climbed by approximately monthly, totaling an additional 0 annually. In opposition to these changes, thousands of ratepayers voiced their discontent, echoing a rare moment of unity between political figures like Mayor Mamdani and former President Trump, both advocating for lower utility rates.

Amidst these challenges, City Hall’s focus has understandably been on critical issues such as housing, childcare, and wages. However, a lesser-known yet highly effective tool exists to offer immediate financial relief to Con Edison customers. The Smart Usage Rewards program, part of Con Edison’s demand response initiative, provides a financial incentive for customers to reduce their electricity consumption during peak demand periods. This program, which is open to virtually all Con Edison customers at no cost, has a strikingly low enrollment rate, with approximately 98% of eligible participants not taking advantage of it.

The Smart Usage Rewards program allows participants to receive notifications during peak electricity usage days, encouraging them to temporarily reduce consumption—by adjusting thermostats, delaying dishwashing, or dimming lights. For every 100 kilowatts of load reduction, businesses can earn up to ,000 annually, while residential customers receive cash or gift card incentives. This initiative not only helps to stabilize the city’s power grid during extreme heat but also reduces dependence on older, more polluting power plants concentrated in environmental justice areas, thereby addressing both financial and environmental concerns.

As Mayor Mamdani builds on his election promise to improve affordability for working individuals, promoting awareness of the Smart Usage Rewards program could represent a pivotal strategy in combating rising energy costs. With no financial burden on taxpayers and requiring no legislative action, simply informing the city’s 3.7 million Con Edison users about this available program could translate into significant savings.

In contrast to other ambitious initiatives, such as the recently launched “Block by Block” housing plan, enhancing participation in the Smart Usage Rewards program could deliver immediate benefits. As New York grapples with soaring energy prices and an intensifying affordability crisis, demand response tools like this offer a viable solution that addresses multiple challenges. It is imperative for City Hall to champion this initiative, fulfilling its commitment to lower energy costs for constituents and promoting a more sustainable future.
