The report, released by the UN Independent International Fact-Finding Mission on Iran, also detailed serious allegations of human rights violations by the Iranian authorities during the protests that swept the nation in late 2025 and early 2026.

The mission scrutinized the US air strikes, specifically referencing an attack on Shajareh Tayyebeh Primary School in Minab, which claimed the lives of over 150 individuals, approximately 120 of whom were children, on February 28. This assault occurred during a synchronized military campaign undertaken by the US and Israel against Iran. The report highlighted another strike on a residential area in Lamerd, where precision missiles released cloud-like tungsten pellets, resulting in the deaths of 22 civilians.

In its findings, the mission underscored that the US failed to adhere to its obligations during the attack on the Minab school, emphasizing that the civilian nature of the facility was clear. Photographs and video evidence presented in the report depicted the school’s identifying features, such as child-friendly murals, school signage, and playground areas, making it unmistakably an educational institution. Furthermore, public reports suggested that satellite images taken before the strike revealed children gathered in the school’s courtyard, cementing its status as a civilian target.

Similarly, concerning the attack in Lamerd, the UN mission concluded that the targeted sports complex was clearly independent from a nearby site associated with Iran’s Islamic Revolutionary Guard Corps (IRGC). In contradiction to this, the US Central Command claimed that no strikes had been executed in Lamerd on that day.

Additionally, the UN mission accused the Iranian government of severely repressing protesters during the 2025-2026 demonstrations through tactics that included internet blackouts, unlawful killings, torture, arbitrary detentions, enforced disappearances, and stringent limitations on free expression. The report expressed that the actual number of fatalities and injuries inflicted by state forces vastly exceeded the government’s official toll, which cites 3,038 deaths and 25,000 injuries, but lacked the ability to verify exact statistics.

Tehran has characterized the majority of the casualties as results of actions taken by “rioters” supported by exiled opponents along with the US and Israel. In light of these findings, the UN fact-finding mission has urged both Iran and the US to halt hostilities immediately, offer reparations to the victims, and actively pursue lasting peace through diplomatic efforts.
