Santa Ana residents and leaders express concerns to county supervisors about proposed reentry facility.
A proposal to transform a youth guidance center located in Santa Ana into an adult reentry facility is not yet approved, according to recent clarifications from Orange County officials. Although the county budget allocates million for the project, its future remains uncertain, pending further approvals.
County officials addressed the project’s status during a meeting on June 23 following significant community opposition led by Santa Ana leaders and residents. The local representatives have expressed concerns over the potential establishment of the reentry facility and emphasized the need for a more significant role in determining its location.
Michelle Aguirre, the county’s CEO, clarified that the designation of funds in the capital budget does not equate to an endorsement of the proposed reentry center at the Hesperian Way site, nor does it authorize any preliminary work on the project. She stated that any movement on this initiative would necessitate a separate agenda item and a subsequent board vote. Furthermore, county staff indicated that the youth guidance center on the proposed site is expected to remain operational until approximately mid-2028, suggesting that there is no immediate urgency regarding this initiative.
In essence, while the Orange County government has set aside funds for a potential adult reentry center, the project lacks formal approval. County staff reiterated that supervisors must still reach a consensus on the facility, its location, and the deployment of the allocated funds in a future public gathering. This process would equally apply if a site outside Santa Ana were ultimately chosen.
Community opposition to the project has been notable, with critics arguing that Santa Ana shoulders a disproportionately high burden of social service programs and shelters. Local leaders contend that decisions regarding the facility have progressed without adequate community engagement, further heightening tensions.
The proposed adult reentry center is intended to operate around the clock, providing temporary housing, case management, and essential services for individuals transitioning from incarceration back into society. However, residents, including Santa Ana’s Police Chief, have voiced apprehensions regarding the impact on public safety and local businesses, stressing that the city is already facing challenges in managing existing social service pressures.
Mayor Valerie Amezcua, present at the recent Board of Supervisors’ meeting, advocates for greater involvement from local officials in shaping the facility’s design and operational dynamics. She asserted the city’s commitment to rehabilitation services but underscored the necessity of collaborative decision-making processes concerning the facility’s location and service delivery.
County representatives have committed to facilitating discussions with Santa Ana residents and leadership to address concerns and provide comprehensive information about the proposed center. These dialogues are expected to progress over the coming months.
The current budget for the coordinated reentry facility relies on a specific allocation from the county’s AB 109 Public Safety Realignment funding, which was established in 2011. This legislation transferred the management of certain nonviolent offenders from state prisons to local jurisdictions, supporting local custody, supervision, and reentry initiatives. The Orange County Community Corrections Partnership has championed the million funding for the center, although it lacks the authority to construct or operate the facility.
As the situation evolves, Board Chairman Don Wagner stressed the significance of establishing an adult reentry center, acknowledging the unresolved questions regarding its location. He underscored the potential benefits of the facility in reducing crime in whichever community it serves.
