According to Kenny, the altercation involved members of two rival street gangs, KOD (Kreep on Davidson) and FOE (Forest Over Everything). The shooter had reportedly emerged victorious from an earlier fistfight and, as he and his friends left the scene, he was unexpectedly punched in the face by a rival gang member not involved in the original confrontation. In the ensuing chaos, a friend handed the shooter a gun, which he used in an attempt to retaliate but instead struck Jeffrey, who was an innocent bystander.

Chief Kenny highlighted the tragic circumstances surrounding Jeffrey’s death, stressing that she was merely trying to take cover when she was fatally wounded.
