The Chester Partnership for Safe Neighborhoods (CPSN), an initiative launched by the Delaware County District Attorney’s Office in 2020, has played a crucial role in these developments. The program takes a comprehensive approach to tackling gun violence, especially among youth and young adults deemed at-risk. By providing essential services and counseling, CPSN aims to mediate conflicts before they escalate into violence. Over the past five years, the initiative has achieved a remarkable 65% decrease in overall shootings and a 74% decline in fatal shootings.

Stockman emphasized the importance of addressing the root causes of violence, which often stem from feelings of despair and hopelessness among community members. Through the mediation of conflicts, Stockman and his team have facilitated over 130 dispute resolutions in the last two years alone, focusing on settling petty arguments that could lead to violence.
