Federal government declares emergency for Orange County due to chemical threat.

California’s recent request for a federal emergency declaration has received approval, enabling the Federal Emergency Management Agency (FEMA) to assist with ongoing efforts related to a significant chemical incident in Garden Grove. The state’s Governor Gavin Newsom, along with various bipartisan officials from Southern California, sought the declaration in response to a potential crisis involving a malfunctioning chemical tank at GKN Aerospace.

The chemical tank, which contains 7,000 gallons of methyl methacrylate—a highly flammable substance—has posed a severe threat of a catastrophic incident. Emergency crews and experts have been actively engaged in mitigating the risk since Thursday. By Monday morning, officials indicated that a crack in the tank was decreasing internal pressure, suggesting that the immediate danger of a catastrophic explosion, categorized as a boiling liquid expanding vapor explosion (BLEVE), has diminished significantly.

FEMA communicated the approval of California’s emergency declaration in an email to lawmakers, outlining that the agency is authorized to provide essential assistance for emergency measures. These actions are guided by Title V of the Stafford Act and aimed at saving lives, protecting property, public health, safety, and preventing potential catastrophes in designated areas.

The approval of this declaration signifies an expansion of the substantial response efforts already underway at the local and state level. Newsom’s office emphasized that California continues to lead a coordinated response, focusing on the protection of residents, the facilitation of evacuations, and the monitoring of environmental conditions while providing support to affected communities in Orange County.

Representative Derek Tran, who also urged for federal assistance, expressed his appreciation for the first responders working tirelessly throughout the holiday weekend to ensure community safety. He underscored the importance of the federal support in safeguarding public health, protecting the environment, and mitigating the financial impact of the crisis.

The federal emergency declaration encompasses the incident starting from May 21, with FEMA prepared to cover 75% of the costs associated with emergency protective measures. The declaration also allows for the possibility of further designations if necessitated by the situation.

In addition, Newsom had previously declared a state of emergency in Orange County over the weekend, enabling more resources to be allocated to local responders and instituting a focused effort by state emergency operations officials to assist with the ongoing crisis.
