A police officer from Delaware County has been apprehended following allegations of inappropriate behavior involving two teenage girls at a YMCA in Chester County last month. The individual, identified as Mark Mackrell, a part-time officer with the Millbourne Borough Police Department, faces multiple charges related to the unlawful photography of minors.

Mackrell, 52, of Coatesville, was arrested on Thursday after the mother of a 14-year-old girl reported to the Westtown-East Goshen police that her daughter and her 13-year-old friend believed they had been surreptitiously filmed and photographed while swimming at the YMCA’s pool on July 22. This led to an urgent investigation, commencing on July 23, when police were alerted to the situation.

Upon receiving the complaint, YMCA staff approached Mackrell to inquire about the accusations. However, he reportedly declined to provide his name while displaying his police badge and asserting his identity as an officer. This prompted further investigation into the matter.

Investigators confirmed that Mackrell had indeed recorded videos at the YMCA, with some footage allegedly containing sexual remarks made by him regarding the minors involved. Evidence recovered from Mackrell’s phone revealed additional inappropriate images and videos of juveniles, dating back to July 2024.

As a result of the findings, Mackrell was charged with several offenses, including photographing a sexual act, stalking, and unlawful contact with minors.
