Russia imposes restrictions on WhatsApp and Telegram amid increasing internet control measures.
Russia has recently instituted significant restrictions on voice calls made through popular messaging applications WhatsApp and Telegram, marking a continued effort by the Kremlin to assert more control over digital communication within the country. These measures are expected to affect WhatsApp’s approximately 96 million monthly users in Russia, alongside Telegram’s user base of over 89 million, as highlighted by Mediascope, a Russian media monitoring service.
The Russian government has justified these restrictions as critical for combating crime and maintaining public safety. The Federal Service for Supervision of Communications, Information Technology, and Mass Media, known as Roskomnadzor, stated that law enforcement agencies and numerous citizen reports indicated that these foreign messaging platforms have been misused for fraudulent activities, including scams and potential involvement in violent acts.
In their communications, Roskomnadzor emphasized that the messaging applications have not adequately complied with previous requests to provide user data, which has prompted this latest decision. The agency has indicated that voice calls will only be reinstated once the services adhere to Russian laws. While official statements have highlighted the restriction of voice calls, numerous users have reported that video call functionalities have also been impacted.
Since the onset of the conflict in Ukraine, Russia has been increasingly vigilant in monitoring and regulating its digital landscape. Authorities have frequently asserted that platforms like Telegram have been utilized for recruitment and facilitation of activities that undermine national security. This crackdown follows a law enacted last month that penalizes users searching for information considered illicit by the government.
Moreover, there are indications that Russian authorities are interested in promoting a domestic alternative to these messaging services, referred to as Max. Critics express concern that such a transition may enhance governmental oversight of personal data and communication.
In response to the government’s actions, a WhatsApp spokesperson asserted the platform’s commitment to protecting users’ rights to secure communication, highlighting the ongoing struggle between user privacy and governmental oversight. Telegram, developed by Russian entrepreneur Pavel Durov, maintains that it actively works to counteract misuse on its platform, removing harmful content daily and striving to mitigate calls for violence or illegal actions.
