As diplomatic engagement between the United States and China enters a pivotal phase, Treasury Secretary Scott Bessent announced a new initiative aimed at enhancing transparency and communication regarding artificial intelligence (AI) developments that may impact national security. This proposition comes ahead of high-stakes discussions scheduled at the White House this week, where President Donald Trump will meet with Chinese President Xi Jinping.
Bessent explained during his remarks to the press after a meeting with Chinese Vice Premier He Lifeng in New York that the proposal for a “notification mechanism” underscores the importance of shared objectives and a mutual understanding of common threats posed by AI innovations. He emphasized that fostering a transparent framework between the two leading global powers in AI—labeling the United States as number one and China as number two—is crucial for global stability and security.
In recent times, Trump has faced pressure to consider regulatory measures that could slow AI development domestically. However, he has consistently argued that such actions may inadvertently provide a competitive advantage to Chinese firms, effectively allowing them to close the technological gap with American companies.
Highlighting the momentum of these discussions, Bessent and U.S. Trade Representative Jamieson Greer reiterated that preparatory measures have been established for the upcoming talks between the two heads of state, which are set to take place on Thursday. They announced the advancement of a collaborative initiative termed the “Board of Trade,” previously discussed during an earlier meeting in Beijing.
Greer further elaborated that the two nations are evaluating a list of “nonsensitive” goods that could be subject to reduced tariffs. These discussions potentially encompass a diverse array of products, including consumer goods, agricultural items, energy solutions, and medical devices, with the aim of expediting mutually beneficial trade relations.
The discussions between Bessent and Vice Premier He, while lacking specific details on AI initiatives, were described as “candid, in-depth, and constructive” regarding broader economic and trade topics, according to reports from Chinese state media outlet Xinhua.

George Chen, a partner and chair of digital practice at The Asia Group consultancy, remarked that the establishment of an AI risk notification mechanism may serve as a model for other countries seeking similar collaborations.
